The Wall St. Journal runs an op ed today that makes it clear that global warming will not even be addressed, let alone solved, without some very forceful leadership from Washington, calling Bush a “shrewd diplomat on global warming” for his disemboweling of any meaningful plan to reduce greenhouse gas emissions.
